Mr. Martin Liao was born in Hong Kong. He received his secondary school education in the United Kingdom and graduated from University College London. In England, Mr. Liao joined Lincoln's Inn and was Called to the Bar in England and Wales. He served pupillage and worked in London.

In 1985, Mr. Liao was Called to the Bar in Hong Kong. Since then, Mr. Liao has been in legal practice to this day. In 1992, Mr. Liao was admitted as an Advocate and Solicitor in Singapore.

Mr. Liao is active in public and community service. He has served on the Bar Council, the Duty Lawyer Council, the Copyright Tribunal and the Board of Governors of the Arts Centre. He has also served as a temporary District Court Judge and a Part-time Member of the Central Policy Unit of the Hong Kong Special Administrative Region Government.

In 2004, Mr. Liao was appointed Justice of the Peace.

Currently, Mr. Liao is Vice-chairman of the Hong Kong Council for the Accreditation of Academic and Vocational Qualifications, Chairman of the Amusement Game Centres Appeal Board, Council member of the University of Hong Kong, member of the Capital Adequacy Appeal Tribunal and Board member of the Hong Kong Sports Institute. Mr. Liao is also a member of the Barristers Disciplinary Tribunal.

In community service, Mr. Liao is an Honorary Racing Steward of the Hong Kong Jockey Club, a Standing Committee Member and Chairman of the Social Affairs Committee of the Chinese General Chamber of Commerce and Chairman of the Hong Kong Foundation for Legal Studies Ltd., etc.

In 2008, Mr. Liao was elected Deputy to the National People's Congress of the People's Republic of China. He is appointed and serves as a Member of the Shanghai Municipal Committee of the Chinese People's Political Consultative Conference.
